That's an interesting way to go with it. I'd always assumed Sam was the elder, since clearly her father had expected her to be a boy and raised her to become his successor (gender-neutral nickname, Air Force Academy) which I would find less compelling if she had either an older brother or a twin brother.

It's also possible the twins in the photo are her niece and nephew:
